About California Opportunity Properties

California Opportunity Properties was established to institutionalize a strategy that has been successfully executed across multiple market cycles. The firm is anchored by the experience of Fred Liao, a veteran real estate executive with over three decades of U.S. commercial real estate investment experience, and Steven Ma, an entrepreneur and investor with extensive involvement in California's business, political, and educational ecosystems.

The principals of COP have worked together on numerous real estate transactions over the years, including landmark investments such as The Shoppes at Carlsbad and Simi Valley Town Center. COP represents the formal platform through which this partnership is scaled and capitalized.

Why COP

Why California Opportunity Properties

In a market where capital is abundant but execution is scarce, California Opportunity Properties was formed to bridge institutional experience with entrepreneurial speed.

1.

Cycle-Tested Leadership

COP is anchored by senior leadership with over 30 years of continuous U.S. real estate investment experience. Unlike emerging managers whose track records were built in a single cycle, COP's strategy is informed by execution through the dot-com downturn, the Global Financial Crisis, COVID, and the current interest-rate-driven correction.

2.

Institutional DNA Without Institutional Inertia

Through its strategic relationship with Chenco, COP benefits from institutional-grade underwriting, governance, and operating discipline. At the same time, COP maintains a lean decision-making structure, allowing it to act decisively when opportunities arise.

3.

Privileged Access to Proven Operators

COP partners selectively with best-in-class operating platforms, including Chenco, SteelWave, and SteerPoint Capital. These relationships provide access to proprietary deal flow, specialized operating expertise, and execution capabilities that are difficult to replicate.

4.

Flexible Capital with Strategic Intent

The California Opportunity Fund is structured as a blind fund to provide flexibility, speed, and negotiating leverage. This structure allows COP to pursue the most attractive opportunities across asset classes as market conditions evolve, rather than being constrained by single-asset fundraising.

5.

Focus on Downside First

COP's investment philosophy prioritizes capital preservation and downside protection. Investments are underwritten with conservative assumptions, multiple exit scenarios, and a focus on acquiring assets below replacement cost or intrinsic value.
