California Opportunity Properties was established to institutionalize a strategy that has been successfully executed across multiple market cycles. The firm is anchored by the experience of Fred Liao, a veteran real estate executive with over three decades of U.S. commercial real estate investment experience, and Steven Ma, an entrepreneur and investor with extensive involvement in California's business, political, and educational ecosystems.
The principals of COP have worked together on numerous real estate transactions over the years, including landmark investments such as The Shoppes at Carlsbad and Simi Valley Town Center. COP represents the formal platform through which this partnership is scaled and capitalized.

Fred Liao also serves as Chief Executive Officer of Chenco, one of the largest Asian owned U.S. commercial real estate investment firms. Since the mid-1990s, Chenco and its affiliated platforms have completed:

Fred Liao
Managing Partner
Fred Liao has over 30 years of experience in U.S. commercial real estate, spanning acquisitions, development, asset management, and fund management. He has overseen tens of billions of dollars in transactions across multiple market cycles and currently serves as CEO of Chenco. Fred's experience includes institutional joint ventures, distressed acquisitions, large scale land development, and complex entitlement strategies across retail, industrial, and multifamily assets.
